Higher Education Loan
The
Higher Education Support Act (HESA) 2003 introduced basic changes to
higher education funding, and includes amendments to the way students
contribute to the cost of their education. A new set of loans now
called the Higher Education Loan Program (HELP) which has been
implemented in place of HECS and PELS.
If the
Commonwealth provides a candidate money to pay for higher education
fees under any of the new schemes, that candidate will have a HELP
debt. HELP debts are refunded in much the same way as HECS and PELS
debts were in the past.
